Charlie's is an approved contractor with all three utilities that serve our area — Tacoma Power, PSE, and Peninsula Light. Here is what each currently offers, and which one applies to you.
What heat pump rebates are available in Tacoma and the South Sound?
Charlie's is a Trade Ally with PSE, a Participating Contractor with Tacoma Power, and an Approved Contractor with Peninsula Light. Which rebate applies to your home depends on which of those three utilities serves your address. PSE currently pays a $1,500 base rebate for converting electric-resistance heat to a heat pump, plus up to $2,400 more for income-qualified households, and a $300–$600 per-unit midstream discount taken off at the point of sale. Every figure below is the utility's own current published amount, and each links
back to their page so you can check it. Stating the amount is not the same as
promising it: the utility approves the rebate, not Charlie's. What
we control is meeting the contractor requirement, installing to the program's
standard, and filing the paperwork properly.
Which utility serves my address?
Rebate eligibility follows the utility, and the boundaries do not line up neatly with
city limits. Tacoma Power covers Tacoma, Fircrest, University Place, and most of Fife.
PSE covers most of the Kitsap Peninsula and the eastern Pierce County ring. Peninsula
Light is a member-owned co-op — not PSE — serving Gig Harbor and the Key Peninsula.
Lakewood splits three ways and Steilacoom runs its own municipal utility, so both need
checking individually. If you are not sure, the name on your power bill settles it.

Charlie's is a Trade Ally / Recommended Energy Professional
PSE serves most of the Kitsap Peninsula and the eastern Pierce County ring. As of April 2, 2026 PSE requires an enrolled Trade Ally / Recommended Energy Professional to install the equipment before a heat pump rebate can be approved — Charlie's is enrolled.
Heat pump rebate
$1,500 base rebate for a qualifying electric-resistance-to-heat-pump conversion, plus up to $2,400 more for income-qualified households.
PSE also runs a "midstream" program: a $300–$600 per-unit discount applied by the distributor and passed straight through at the point of sale, so it comes off the price instead of arriving as a cheque months later. Almost nobody in this market explains it, so ask us to walk you through it.

Tacoma Power serves Tacoma, Fircrest, and University Place, and most of Fife. Its heat pump rebate requires a Tacoma Power Participating Contractor — Charlie's is one.

a Participating Contractor — which we are. We are not publishing a dollar figure here
because we could not confirm one against Tacoma Power's own current page,
and a number we cannot point at is worth less than none.

Up to $600 in total bill credits — $400 toward a Level 2 charger, a smart splitter, the electrical work, or a 240V outlet install, capped at $600 combined. The 240V outlet portion must be installed by a licensed electrician, and proof of purchase is due within 90 days.

Peninsula Light is a member-owned co-op serving Gig Harbor and the Key Peninsula — not PSE. Its heat pump incentives run under Bonneville Power Administration requirements and need an Approved Contractor.

We did not find a current Peninsula Light EV charger program. We would rather
say that plainly than let you assume one exists — if you have seen something
suggesting otherwise, tell us and we'll check it.
One thing worth knowing: searches for "Peninsula Light EV rebate"
often surface Peninsula Clean Energy, an unrelated California
program with a confusingly similar name. It does not apply here.
Commercial rebates run on separate programmes from the residential ones, with their
own eligibility rules. Both PSE and Tacoma Power have current business programmes
covering HVAC work.
PSE business incentives
PSE runs a Commercial Ductless Heat Pump Rebate for
electric-resistance conversions and a Commercial Connected Thermostat
Rebate. Its commercial midstream programme also applies, giving an
instant discount on air-source heat pumps of 5.4 tons or smaller — which is
PSE's own definition of roughly the light-commercial equipment range, and a
useful sanity check on whether your building qualifies.
PSE does not publish the commercial dollar amounts on its public pages, so we
confirm the current figures for your specific project rather than quoting a
number here.
Tacoma Power business rebates
Tacoma Power runs a current business rebate programme through its Business Center.
The HVAC amounts sit inside a downloadable guide rather than on the page itself,
so we pull the current guide or call their Business Solutions Advocates before
quoting a figure — we would rather make that call than publish a stale number.
The tracks above are organised by who bills you, because that is the only question you
can answer from your own kitchen table. If you want the programs laid out against each

utility's own published page and where they are not — we keep that comparison as a
standing article.
No utility pays a rebate for a panel upgrade on its own — but panel capacity is the
single most common thing that stops a heat pump conversion or an EV charger install
before it starts. A 100-amp service that was generous when the house had a gas furnace
and one television is not generous once you add a heat pump and a car. Because we are a
licensed Washington electrical contractor as well as an HVAC company, that is one
project with one company rather than two schedules to coordinate.
A utility rebate and financing stack: the rebate comes off the project cost, and financing covers what's left. That combination is what makes a heat pump conversion or a panel upgrade affordable in the same year you decide to do it.
Not a countdown clock, but there is a real constraint worth knowing: rebate funds are
allocated first-come, first-served each program year. Once a program has spent its
allocation, it is closed until the next cycle regardless of whether you qualify. We
will not invent a date to hurry you along — but if you are planning a project for this
year, earlier in the program year is genuinely a better position than later.

What is a midstream rebate, and how is it different?
A normal rebate is money you claim back after the job. PSE's midstream program instead applies the discount further up the supply chain, so it comes off the equipment price at the point of sale — you never front the money and there is nothing to file afterwards. It runs $300 to $600 per unit and stacks with the main conversion rebate. Almost nobody in this market explains it, which is why a lot of homeowners never find out it applied to them.
Can I combine a rebate with financing?
Yes, and for larger projects that combination is usually what makes the timing work. The rebate reduces the project cost and financing covers the remaining balance. It is the practical route to a heat pump conversion or a panel upgrade in the same year you decide to do it rather than a few years later.
Will you guarantee I get the rebate?
No, and you should be wary of anyone who does. The utility approves the rebate, not us. What we can do is tell you the current published amount, confirm the contractor requirement is met, install to the programme's standard, and file the paperwork correctly — which is most of what determines whether an application goes through cleanly.
Is there a rebate for upgrading my electrical panel?
